 responsible for overseeing prisons and policing, is one of six senior UAE officials  sued for damages by Ahmad, on May 28, 2021, Ahmad sent compensation claim letters  to the six officials. In addition to Raisi,  officials include Saqr Saif alNaqbi, chief prosecutor for state security  in Abu Dhabi; Major General Faris Khalaf alMazrouei, Commander-in-Chief of Abu Dhabi Police; and Major General Ahmed Naser Ahmed alDahri, Deputy Commander of the Abu Dhabi State Security Department. 

Ahmad's troubles began when he wore a football shirt with the Qatar logo when he attended a match between Qatar and Iraq at AlNayhan Stadium in Abu Dhabi on  January 22, 2019. He was approached by officials and said he was racially abused by them and  ordered to take off his shirt. The following day, he was arrested again by officials and said he was severely assaulted before being arrested and imprisoned. At the time,  UAE authorities released a statement claiming that Ahmad had caused the injuries himself and accused him of wasting police time.Ahmad said that when he wore Qatar's football shirt, he did not know what to do with the United Arab Emirates was an offer.I am a victim of torture because of the football shirt I wore.
